During the spring of 1996, Fredericton Heritage Trust received an endowment from Dr. Ivan H. (Bill) Crowell [teacher, director of New Brunswick Craft School, pioneer of area pewter industry, master weaver, businessman and philanthropist - who died in May 2003, just shy of his 100th birthday] requesting the donation be used to purchase art work based on heritage and heritage properties in Fredericton. A steering committee was formed and the following plan was submitted to Fredericton Heritage Trust for approval:
- An exhibition of paintings, drawings, photographs, prints, etc. featuring Fredericton Heritage properties would be held.
- Gallery 78 would be the site of the exhibit and would coincide with Heritage Day, February, 1997.
- A jury consisting of Heritage Trust members and knowledgeable artists would jury the exhibit and suggest suitable paintings that might be purchased. These works would become the property of Heritage Trust.
- A suitable home for the art works would be chosen.
- The exhibit would be called "Paint the Town".
A total of 42 art works were submitted and shown in February, 1997 at the Gallery 78 site and 14 paintings, 2 drawings and one photograph were chosen to be purchased by Heritage Trust. The pieces were then photographed and the images placed on a compact disk. The "Paint the Town" collection of 17 art works was then donated to the Doctor Everett Chalmers Hospital and was presented to the hospital on Heritage Day, February 16, 1998.
